Ecological Characterization Studies (ECS) may be required for development activities by the City of Fort Collins if the site contains, or is within five hundred (500) feet of, a natural habitat or feature, or if it is determined by the Director, upon information or from inspection, that the site likely includes areas with wildlife, plant life and/or other natural characteristics in need of protection. The 2.18-acre lot near Shields Street and Hill Pond Road was being platted for an 18-unit mixed residential development. The ECS was required because the property was within 500 feet of Spring Creek. Reports were submitted as part of the development process for the City of Fort Collins.
